Mr. Cockrell has practiced in the area of health law for more than 35 years, and concentrates his practice in federal and state health care, public policy, regulatory and reimbursement issues. He also represents health care providers in federal and state administrative proceedings and contested hearings.
Over the course of his career, Mr. Cockrell has obtained regulatory approvals for more than $1 billion in health care projects throughout the State of Mississippi. He has participated in more than 100 administrative hearings and appeals involving certificates of need, Medicare and Medicaid reimbursement, survey/certification, facility licensure, and other areas. Mr. Cockrell routinely represents hospitals, nursing facilities and other health care providers before a variety of federal and state agencies. He also has advised and assisted hospital and long term care clients on federal and state licensure and certification issues, including preparation of plans of correction, responses to immediate jeopardy citations and statements of deficiencies, administrative hearings and appeals, and advice on compliance with accreditation standards.
On the transaction side of his practice, Mr. Cockrell advises hospitals and health systems on the structure and regulatory aspects of joint ventures, mergers, leases, and other arrangements. He also handles federal and state regulatory filings required for such transactions.
Mr. Cockrell is Editor and Co-Author of the Health Law Chapter of the Encyclopedia of Mississippi Law, and has served on the Adjunct Faculty of the Else School of Management at Millsaps College.
