Former HHS OIG Attorney Amanda Copsey Joins Baker Donelson's Health Law Group

The national law firm Baker Donelson has added Shareholder Amanda Copsey as a member of its nationally recognized Health Law Group in its Baltimore office. Ms. Copsey joins the Firm after nearly two decades of service at the U.S. Department of Health and Human Services, Office of Inspector General (OIG).

"Amanda's deep understanding of federal health care regulations and her record of public service make her a tremendous resource for our clients," Robert Wells, chair of Baker Donelson's Health Law Group, said. "She brings sharp legal judgment and a unique regulatory perspective that will undoubtedly enhance our national health law platform and most importantly help our clients meet their business objectives while complying with the dynamic and complex health care laws and regulations."

Prior to joining Baker Donelson, Ms. Copsey held several leadership and advisory roles in the OIG, including in the Industry Guidance Branch, where she co-authored the General Compliance Program Guidance. She provided legal analysis for advisory opinions on the Federal Anti-Kickback Statute and worked closely with government partners to evaluate the compliance risk of health care arrangements. Ms. Copsey also served in the Administrative and Civil Remedies Branch, where she monitored Corporate Integrity Agreements, assessed reportable events, and worked with independent review organizations.

Ms. Copsey has served as a featured speaker at national industry conferences and contributed to OIG-led outreach and training initiatives, including the HEAT Provider Compliance Training Program, which focused on health care fraud and abuse prevention. Before joining the OIG, she worked in private practice at a large international law firm in Washington, D.C., and she previously served as a federal judicial law clerk in the U.S. District Court for the Southern District of West Virginia.

"Baker Donelson has an impressive platform and a strong track record advising health care clients in highly regulated environments," said Ms. Copsey. "This is a dynamic team with a strong reputation for thoughtful, solutions-focused counsel in the health care space, and I'm excited to collaborate with my new colleagues to help clients meet evolving industry demands and compliance goals."

A graduate of Tulane University School of Law, Ms. Copsey received numerous accolades for her service during her time with the OIG, including the Excellence Award from the Council of the Inspectors General on Integrity and Efficiency, the Inspector General's Award for Advancing Excellence and Innovation, and the Bronze Award for Outstanding Employee of the Year.
