Professional Biography


Stephen Luttrell concentrates his practice in environmental, renewable and solar energy, and commercial transactions. He counsels renewable energy developers through site control negotiations, power purchase agreements, regulatory approvals, service agreements, project financing, procurement, and construction contracts.

Mr. Luttrell regularly represents solar developers, engineering, procurement and construction contractors, and public and private entities seeking to meet zero emission and sustainability goals. He has represented clients in the development of utility scale projects, rooftop and ground-mounted community solar projects, and the ground-up development and financing of multiple projects in a combined project portfolio. Mr. Luttrell represents property owners, developers, and businesses, seeking to install and operate EV chargers at their locations including negotiation of EV Charger interconnection agreements, site lease agreements, construction contracts, and power purchase agreements.

Mr. Luttrell has more than a decade of experience guiding companies through environmental aspects of commercial transactions, including due diligence, contract negotiation, and risk mitigation measures. He counsels regulated entities on matters related to environmental compliance, regulatory enforcement, environmental litigation, and toxic torts. He provides strategic advice regarding federal and state solid and hazardous waste laws, Clean Water Act, Clean Air Act, CERCLA and state equivalents, and various environmental and land use permitting programs.

  • Represented a Mid-Atlantic community solar developer through the development of a multi-project rooftop solar portfolio.

  • Served as outside general counsel to a large engineering, procurement, and construction contractor developing utility and community solar-scale projects in the Mid-Atlantic, Northeast, and Upper Midwest. 

  • Represented a utility-scale solar developer in connection with site control agreements, environmental permitting, and regulatory approvals. 

  • Represented a Maryland agrivoltaics ground-mounted community solar project developer through project financing with a local green bank and other development tasks. 

  • Represented multiple warehouse and logistics companies through development of rooftop solar projects.

  • Represented a large family held corporation in multimillion-dollar regulatory enforcement action brought by the Maryland Department of the Environment.

  • Lead environmental counsel in an acquisition of an aggregate supply company for hundreds of millions of dollars.

  • Represented a waste incinerator in a multi-year criminal investigation and enforcement action brought by state and federal regulatory authorities.

  • Served as environmental litigation counsel in a multimillion-dollar emerging contaminant toxic tort suit brought by a public water supplier.
